The current status of the water environment in Phnom Penh
The significant increase in population as well as infrastructure is the main cause leading to the overload of wastewater treatment systems. Wastewater in this area will be discharged into rivers and lakes, where it will be treated and filtered by the system for continued use.
However, from 2003 to 2015, inadequate land management and reclamation caused the water environment in Phnom Penh to deteriorate. This leads to the toilet system here not being fully maintained. At the same time, the natural water filtration function in the lake is also impaired. From there, it seriously affects the quality of life of people around the lake.

Deploying the Cheung Aek Wastewater Treatment Plant project
Faced with the above alarming situation, from 2014 to 2016, the Japan International Cooperation Agency (JICA) studied a project to improve the drainage and wastewater treatment system in Phnom Penh. That project was implemented with the desire to assist the Royal Government of Cambodia in reducing pressure somewhat. The total cost of the project is about 24 million USD and is subsidized by the Japanese government.
In this project, the Master Plan for Wastewater Management and Drainage System Improvement (also known as the “M/P Master Plan”) is developed for the target year 2035. The construction plan for this project has been detailed. Accordingly, this project will go through three phases: short-term (until 2020), medium-term (2021–2030), and long-term (2031–2040).
This wastewater treatment plant was started on February 22, 2022, under the direction of Samdech Techo Hun Sen, the former Prime Minister of Cambodia. This project will include small packages, including:
1. Construction of a station to intercept and pump wastewater to the Cheung Aek wastewater treatment plant with a pumping capacity of 7 cubic meters per minute.
2. Maintaining canals and digging and laying sewer pipes to Cheung Aek wastewater treatment station, about 1,700m long and 10m wide, paved with AC rubber asphalt.
3. Lay a sewer pipe 0.3 meters wide and about 1,840 meters long to drain wastewater from the interception station and pump water to the Phnom Penh Wastewater Treatment Plant.
4. The Cheung Aek wastewater treatment plant has a capacity of 5,000 cubic meters of wastewater per day and night.
